Board of Supervisors
February 13, 2017 7:00 p.m.
Dennis opened the regular meeting of the Board of Supervisors. Also present were Supervisors Wayne Jones and John Brixy, Clerk Helen Kahl, Deputy Clerk, Kasha Larson, and Treasurer, Nancy Goplin.
Helen read the minutes of the January 9 meeting. John moved to approve, adding date of the meeting and inserting “gave” on last paragraph. Wayne seconded, motion passed 3-0.
Road Report. Charlie has been sanding and has salt coming tomorrow, couple more loads. He proposes for 2017, we sealcoat Brandywein and East Blue Mounds. Blessingway and TomNan would be double seal coated. He wants to regrind more of Rowley.
Regarding roads, Dennis mentioned the silage drainage coming down W Barton RD. (later on agenda). He talked to Dane County Land & Water and they have talked to Gary Sutter about it. They want to make a lengthy procedure out of it, dragging it out to 2018. We really can’t do anything with the ditch until that gets fixed. Another problem is they’re coming on to the road with heavy farm equipment causing breakage. Dennis will keep working on getting some action. Helen suggested calling Kevin Connors.
Charlie worked on the back door trying to get it to latch better.

Town action on County Zoning Text Amendment OA 67. John checked with the Towns Association and found that this is the best deal for the Association county-wide. John moved to approve OA 67 Wayne seconded, motion passed 3-0.
Moving Sandrock RD/Village of Mt. Horeb agenda item to end of meeting
Progress on Boundary agreement with Village of Mt. Horeb. RE the proposed Wastewater Treatment facility.on Sand Rock RD. John asked if CARPCC has considered taking the treatment plant out to the East Side. At this point they have only received preliminary approval. Board agrees we should sit down with Village to see what their plans are. Dennis showed a map and explained the current boundaries of Mt. Horeb and how much of the east end is still vacant and will potentially fill in and if they build a sewer plant on the west side they will have to pump everything from east side to west side.
Dane Com Update. Dennis said he was emailed about the problems they are having. John indicated that some towns seem to think the system is working well. There was a debate at the Towns’ Association meeting on how we should go forward. John informed them that we withdrew over a year ago and do not belong to Dane Com. Consensus at that meeting was that we should go on paying or not paying the way we are now.
Dane County Zoning Opt-Out. Nothing now until Annual Meeting.
Land Use Committee, nothing coming up.
Mt. Horeb Area Economic Development Committee. They are primarily promoting the Duluth project. Helen reported that the Village had come to Evangelical Lutheran Church about leasing/buying some of its parking lot. Parking is an issue downtown and will be worse when there are more employees there every day.
Fire District is meeting with the architects, etc. in preparation for the building project. There is an opening for a full-time EMT/Fire Fighter and they are having a problem finding someone.
Regarding permit provisions for Sand Rock Road project where the Village will be cutting our road and putting in pipes. Dennis provided the board with a contract used by the company that puts in the lines for the telephone company as a sample verbiage. John commented the whole road should be re-done, not just the small area where they dig it up. Dennis thinks they should grind and resurface the blacktop from the Village limit down to past the sewer plant. Dennis is concerned about the cement bridge and the Barton RD bridge and John says perhaps the Village will have to replace them. The artisan well in that marsh is an environmental concern as well. Until we sit down with Mt. Horeb Village Board, we don’t really know what they have in mind for the project.
Dennis brought up salting/sanding private driveways. Dennis feels that in fall, when we’re mixing sand/salt, we notify farmers they can contact us and let us know how much they might need over the winter. We’d then deliver a load or two and send them a bill for it, rather than having some farmers coming to salt shed and just taking product without knowing how much and how often it’s being taken.
Helen handed out final 2016 budget numbers. Our final checkbook balance was $66,674.21. Shortly after year end, though, we paid for the truck equipment, which brought actual balance to about $35,000. End of year loan balance was about $94,000, but a January payment brought it to about $83,600.
Dennis also brought up that we should get someone to manage the cemetery. It was suggested Helen put out an email.
John made a motion to pay bills of $23, 915 which includes Dennis’ registration for the Towns Association Meeting plus the $50 to Al for cemetery marking(s). Wayne seconded, motion passed 3-0.
John moved to adjourn, Wayne seconded, motion passed 3-0. Meeting adjourned at 8:50 p.m.
