Board of Supervisors
Monday, April 11, 2016, 7:00 p.m.
Dennis opened the regular meeting of the Board of Supervisors at 7:00 p.m. Also present were Supervisors John Brixy, Al Antonson, Clerk Helen Kahl, Deputy Clerk Angela Runde, and Treasurer Nancy Goplin.
Helen read minutes of the March 14 meeting. John moved to accept minutes with addition on page 2, 4th line from top County RD Y, not O. Al seconded, motion passed 3-0.
Road Report. Charlie is working on gravel roads.
Discussion of Equipment needs. Charlie indicated the little pickup is no longer safe to operate and would bring $200 in junk. He is now using his own truck and billing the township for mileage. He and Dennis have gotten bids on a heavy duty 2 T truck. We’d have a V plow on it. He indicated during early winter and spring when ground isn’t frozen, it is easy to get stuck with the bigger truck. He thinks the International would possibly bring $20,000. John indicated he knows of several townships that are looking to sell similar trucks in the near future which could affect the market. The net cost would be about $50,000, which would bring our loan to about $160,000. Helen mentioned that we ended the year of 2015 with about $60,000 on hand, some of which could be used toward the purchase of a truck. It will be on the agenda at the Annual Meeting on April 25 to see what the taxpayers think.
Building and Grounds Report. Dennis mentioned 2 windows need to be replaced. Charlie was instructed to contact Mt. Horeb Glass. Helen reported the window shades arrived this weekend and the total cost was about $475. They’ll be installed as Charlie has time.
Helen gave election statistics of 498 voters, Dennis thanked the Election team for their work.
Dick Bubolz, representative from Town and Country Engineering presented a driveway survey off North Road, using 45 mph as a site line in either direction. They presented a preliminary map of a cul de sac and keeping 4 lots, 4 CSMs. The Thompsons indicated support for the engineered plan as presented. John made a motion to accept the concept of the town road as presented in the Preliminary drawing. Al seconded, motion passed 3-0.
Warren Myers, Town and Country Engineering reiterated he works only for the town, not for any landowners. He’d be willing to design the driveway but encouraged the Thompson Trust to seek any other engineering firms, reminding them the billing would continue as it was agreed upon initially, the town being billed and then reimbursed by the Thompson Trust.
Report from the Dane County Towns Association Meeting March 29, 2016. Helen, John and Dennis gave information from the meeting about the proposed opt-out of Dane County Zoning. Between July 1 and Oct 1 of this year, the board would send their notice to the county of the intention to opt out. Then, at the annual meeting, April, 2017, or at a referendum at the spring election, the residents would vote on whether or not to opt out.
Then, the next 8 months would be spent getting a plan in place and opt out would begin Jan. 1, 2018. Al reiterated we will still be staying with our land use plan/comprehensive plan. Several companies are bidding for the administration of the zoning. Al wanted to give credit and thanks to John Brixy for his hard work on getting the legislation passed.
Dane Com update. We received an email today with pictures of several projects ongoing. The board brought up to speed the people who were present on our frustration with the Dane Com system and the 911 center. The board’s opinion is that they should have gone with Motorola and not Harris.
Comprehensive Plan update. John feels we should consider passing what we have right now and have it filed with the county even now before the final updates are approved by the board. Put it on agenda for May to approve Comprehensive Plan in order to have it approved by July 1.
Land Use Committee has 3 site visits coming up early in May, no date set as yet.
Mt. Horeb Economic Devlopment Committee. No recent meeting but Dennis feels there may be a different opinion regarding the Southwest Business Park when they meet again in a week, due to the meeting we had here last week with our residents.
Regarding the golf course, Dennis indicated that Mt. Horeb does not intend to make any money on it other than enough to cover the taxes.
Legislation update. No session now, however Senate may meet again for a short session. John does not expect any more legislation until January.
Annual Meeting is set for April 25 at 7:00 p.m.
Fire District. They are still working on a potential building project which will be on referendum in November.
Helen announced Open Book on Monday, June 13, 3:30 to 6:30 p.m. and Board of Review on Wednesday, June 29, 5-7 p.m.
Helen indicated there is work being done in the township by Alliant, new line and new poles. John asked Helen to notify the residents of potential work near their land.
Bills, John moved to approve $32,474.83. Al seconded, motion passed 3-0.
