Board of Supervisors
Monday, February 8, 2016, 7:00 p.m.
Dennis opened the regular meeting of the Board of Supervisors at 7:00 p.m. Also present were Supervisors Al Antonson and John Brixy, Clerk Helen Kahl, Deputy Clerk Angela Runde, and Treasurer Nancy Goplin.
Helen read minutes of the January 18 meeting. John moved to accept minutes with addition of 18-151 in paragraph RE Lazarus letter. Al seconded, motion passed 3-0.
Road Report. Nothing in particular, keeping roads cleaned after snows.
Building and Grounds, nothing.
Public Comments. None.
Thompson Family Driveway Proposal off North RD in Section 10. Mary Thompson commented on their long range planning for their land. They have engaged Chris Hughes, as legal counsel. They met with Attorney Hazelbaker and Dennis Jelle as well, regarding their potential plans. They are seeking a motion to have a driveway plan done by the Town’s engineer, Town N Country Engineering, Warren Myers. They had Dane Co do a density study done showing 2 homesites available on the property. In discussion with Dennis, they are also aware of the town’s comprehensive plan for commercial development along ID. They are requesting a driveway access off North RD as the county is limiting access off ID. The town would hire Town N Country Engineering but would be reimbursed for any engineering costs by the Thompson family. John moved to allow the Thompson family to have their attorney write up an agreement where the town would engage Town n Country Engineering to work with the Thompson family under this financial agreement. Al seconded, motion passed 3-0. Their attorney will be in touch with us when he has an agreement written up.
Dale Boness Rezone Petition #10955. Chris Rosborough appeared with the petition requesting to rezone the farm buildings along HWY Z in order to sell those approximate 12.5 acres. Dennis suggested they have a legal easement to the rest of the land. They do have the 66 feet right of way. Al moved to approve, John seconded, motion passed 3-0. Rezone Fee was paid $300, Helen will make report to county.
Jason and Bobbie Rogers appeared to get final approval for their driveway. It was previously approved for Ken Walstad back in 1998. They now have an engineered plan which she presented for final approval. Al moved to approve as presented. John seconded, motion passed 3-0. Dennis signed a new driveway permit. They will let us know what they need for culverts for pricing through the town’s supplier.
Resolution asking for Binding Referendum for Fire Department Building Proposal. Dennis reported that this was discussed at the Fire District Board meeting. There were questions about the difference between binding and advisory referendums and also what the process would be. Al moved to approve the Resolution #2016-1. John seconded. Vote: John Yea, Dennis, Yea, Al Yea. Passed 3-0.
Dane Com update. Nothing new, not working, promises to be up and running in some places by November, 2016. Dennis indicated the Fire Chief has told them stories of having to relay information from truck to inside of building, etc. Helen presented bill of $501for Dane Com Maintenance. John moved NOT to pay the DaneCom bill for maintenance. Al seconded, motion passed 3-0.
Comprehensive Plan Update: Helen and Dennis will try to get Mary Ellen to meet on 17th, 18th,or 19th in the morning before Al leaves.
Land Use Committee: Nothing.
MH Economic Development. Nothing new.
RE: The state bill allowing towns to withdraw from county zoning, it is the 21st agenda item in the Assembly tomorrow. It will pass the Assembly, and the Senate is scheduled to convene in a week and the votes should be there. John explained the bill and the effect on us locally.
Fire District Report.
Al moved to allow Bellazini’s (Campo di Bella) to apply for the beer/wine permit, the combo license for no additional fee. The combo license would be $300/year. John seconded, motion passed 3-0.
Nancy brought up unpaid Personal Property taxes. Dish Network, Dick Dickman, Minitube. Nancy will try to call Minitube and Helen will notify Dickman that the debt will be turned over to Department of Revenue if we don’t hear from him by April 1.
John moved to pay bills of $9,817.54. Al seconded, motion passed 3-0.
