Board of Supervisors
Monday, January 18, 2016, 7:00 p.m.
Dennis opened the regular meeting of the Board of Supervisors at 7:00 p.m. Also present were Supervisors Al Antonson and John Brixy, Clerk Helen Kahl, Deputy Clerk Angela Runde, and Treasurer Nancy Goplin.
Helen read minutes of the December 14 meeting. John moved to accept minutes with addition of 18-151 in paragraph RE Lazarus letter. Al seconded, motion passed 3-0.
Road Report. Dennis mentioned that we order a road sign for Benson Road. After much discussion it was decided the County calls it Barton RD as do legal forms for Jeff Grundahl. Charlie will order a sign, Barton RD.
Dennis mentioned that Ken Hefty thanked the township for participating in the funeral procession for Fritz Mani.
Building Report. Charlie mentioned that he noticed lights outside were out, but since then they’ve been working.
Public Comments. None
RE Cahill deed restrictions. Al moved to approve, John seconded, motion passed 3-0.
Jeff Grundahl, petition to change from A-1 Ex to A-4 8 acres and A-2 (4) to A-2 (8) 6.171 acres on W Barton RD. Al moved to approve the new zoning classifications as presented. John seconded, motion passed 3-0.
Bobbie Rogers’ driveway on Mayflower Road. Postponed, they did not appear. John moved that we not have it on agenda until we have paperwork. Al seconded, motion passed 3-0.
RE: George Lazarus property. He requested a letter of assurance that his parcel in Section 9 adjacent to HWY 18-151 and Erbe Rd would be in the town’s commercial corridor in our revised and proposed Comprehensive Plan. Helen will draft and send a letter as requested.
DaneCom update. The board discussed the memo of Jan 8 regarding the ongoing effort on DaneCom. John attended the Towns Association meeting where he noted the fact that the radios had to be re-programmed at the expense of the local fire departments. He reminded other towns they are still bound by the contract unless they do as we did and write a letter opting out in the 18 months allowed. Not all areas will go live by the end of 2016.
Comprehensive Plan update. We hope to meet with Mary Ellen in Feb.
Land Use Committee. Helen reported we received an application from Dale Boness to parcel off the buildings from the ag land.
Economic Development Committee. Nothing to report.
Legislation affecting township. John updated the board on the status of the bill allowing townships to withdraw from Dane Co Zoning. Committee votes in both Senate and Assembly should take place next week. He feels confident it will then pass on both floors in February. Regarding Sharon Corrigan’s letter saying the county will make changes to improve the ZLR and its procedures and regulations. The Towns Association has responded saying these promises have been made before several years ago and no changes have been made.
Fire District Report. They are moving forward with design/engineering plans being written up. John thinks we should pass a resolution that it be a binding referendum. Al suggested we put it on the Feb. agenda to pass a resolution.
Feb 3, Village of Blue Mounds would like to meet with our board at 6:30 to discuss a potential intergovernmental agreement. Board agreed. Helen will post.
Helen and Angie gave the board some numbers regarding comparison of our taxes and both Villages of Mt. Horeb and Blue Mounds.
Helen reported that Mt. Horeb has made their third payment on the Darrow annexation. There are two years remaining on this schedule.
Al brought up the letter from Kasieta regarding the Fargo driveway situation. It still comes down to the need for a survey to determine the location of the lot.
Dennis will attend Feb 5 Towns Association meeting at Mineral Point which includes Board of Review training.
Al moved to approve bills of $826,236.35, which included levies. John seconded, motion passed 3-0.
