Board of Supervisors
June 8, 2015, 7:00 p.m.
Dennis opened the regular meeting of the Board of Supervisors. Also present were Supervisors Al Antonson and John Brixy, Clerk Helen Kahl, and Treasurer, Nancy Goplin.
Helen read the minutes of the May 11 meeting. Several changes were noted. A grammatical error was corrected as well as a notation that Simmets have sold the Minitube business but not the property. John moved to approve with changes. Al seconded, motion passed 3-0.
Road Maintenance Report. Al mentioned that it looked like North Road is bleeding the tar, Charlie will check and sand if needed.
We have the bids for the sealcoating. Cory Braund from Scott Construction was in the audience. Dennis opened the bids. Farhner bid is $29,054 for both North Erbe and Zwettler Roads. Scott Construction bid is $22,232.47. John made a motion to accept Scott Construction’s bid of $22,232.47. Al seconded, Motion passed 3-0. If we want to have Scotts do the grading on North Erbe, it would be an extra $3,500. John made a motion that we accept the bid of $3500 from Scott to do the grading. Al seconded, motion passed 3-0.
Regarding the TRIP program, Helen and Charlie will work on the application and the request for exemption letter. John will take the exemption letter to Pope and Erpenbach’s offices and make them aware of the situation and need for exemption.
The one garage door needs to be fixed. Charlie is mowing roadsides. The new tractor will be here this week.
There was an accident report for someone who ran off the road and dented a culvert on E Blue Mounds Road. Charlie spent about 3 hours and had to take the skid loader over to make a repair. Al made a motion that Helen send bill for $350 for labor and repair of culvert damage, John seconded, Motion passed 3-0.
Helen introduced Angela Runde and asked the board to consider hiring her as Deputy Clerk. Al moved to hire Angela Runde as Deputy Clerk concurrent with the Clerk’s term. John seconded, motion passed 3-0. Helen recommended we send her to UWGB Clerk Institute. She has attended the first session when she was Clerk at Village of Blue Mounds, but would like to attend the Town sessions. Attendance at 3 one-week sessions will earn her a certificate. Helen indicated there is money in the Clerk budget which can be used for this registration fee. Al moved the township pay the $459 plus expenses up to a total of $700. John seconded, motion passed 3-0.
Regarding the Comprehensive Plan, our editor, Mary Ellen, is having a health problem and could not attend. She has been working on our plan and will get the thumb drive to us before the July meeting.
Helen presented three liquor license renewals for the board’s consideration. She reported all were complete applications and all have paid required fees.
1) VFW liquor license renewal, John moved to approve, Al seconded, Motion passed 3-0.
2) Cave of the Mounds liquor license renewal, Al moved to approve, John seconded, Motion carried 3-0. There was an agreement to reimburse the Cave $1000 per year for 5 years with no violations. This would be the second year for the reimbursement. Al moved to reimburse according to the previous agreement, John seconded, motion carried 3-0.
3) Campo di Bella winery-only renewal, John moved to approve, Al seconded, motion carried 3-0.
Helen will issue licenses.
Further discussion RE inspection services. Al moved we should put out inspection services for bids. John seconded, motion passed 3-0. She will check our contract to see how far ahead we must notify Independent if we decide to go with someone else.
Land Use Committee. Helen mentioned there will be a site visit for a 3 acre parcel on HWY E belonging to Brandan Connolly. It is a steep parcel between the John Kahl property and Carol Connery’s property. After some discussion, it was decided Helen will notify them they must have a driveway plan before the site visit and that the Board will not consider a petition without such plan.
Mt. Horeb Area Economic Development Committee. There are 4 new buildings opening in the Village. Regarding the Minitube property, Mt. Horeb can’t jump over town parcels to annex it.
Legislation affecting the township. John updated saying he had emailed Tim Roehl regarding the legislation allowing withdrawal from county zoning. Everything is now tied up into the DOT budgeting. He will check on it again next week.
Fire District Report: Nothing to report other than the District is still looking at options within the village for land for a possible new fire station.
Correspondence: Dennis explained 2015 OA-002 which would amend Chapter 14 to update storm-water management performance standards. They are trying to comply with federal standards. The DCTA is studying the amendment and will weigh in before it gets voted on.
Helen presented several bike ride permit applications. It was suggested she send out an email to the residents several days before the rides.
Helen is working with Hans Hilbert at the county to rectify an address problem. The address of the original farm residence on Topper RD was never changed from HWY Z and is causing confusion with deliveries, GPS, etc. There is also a concern over emergency services. Helen notified the owner of the property and now Hans can make the change.
John moved to approve the bills in the amount of $105,464.29, which includes paying for the tractor from Ritchie’s. Al seconded. Motion passed 3-0.
John moved to adjourn at 9:00 p.m. Al seconded, motion passed 3-0.
