Unapproved Minutes Town of Blue Mounds
Board of Supervisors
April 13, 2015, 7:00 p.m.
Dennis opened the regular meeting of the Board of Supervisors. Also present was Supervisors Al Antonson and John Brixy, Clerk Helen Kahl and Treasurer Nancy Goplin.
Helen read the minutes of the March 16 meeting. John moved to approve. Approved 2-0. Al abstained as he was absent in March.
Road Maintenance Report. Charlie will get the patch from Iowa County for $75.28/T. Once it dries good, Charlie will start patching. Al mentioned the breaking of the shoulders on HWY 78. A discussion ensued about things that need to be done around the township. The tractor won’t be here until about the end of the month. Helen reminded the board and told Charlie about the Mounds Park Road project that the state will pay for.
Building and Grounds. Helen reported that the thermostat in the meeting room was damaged and had to be replaced. Phil Solchenberger did the repair.
Public Comments, none.
Stuart Hodgson appeared regarding his rezone petition. The county commented to him that he couldn’t rezone and build a shed without a house there first. They suggest LC-1 zoning but the township, in its Comprehensive Plan, has decided to stop the commercial area at JG and not go west of there, in order to maintain the vista of the Mounds. However, by rezoning now to A-2, he could build the house first or simultaneously with the shed, and he’d be fine. Then, after the fact, he could apply for a CUP in order to have water to the shed. Al suggested the LUC meet and have Al explain the circumstances of the petition. Al moved to table until the May meeting and have the LUC meet on it. John seconded, motion passed 3-0. There’s already a driveway agreement to the lot.
RE Independent Inspections, they were not able to come tonight, but plan to come on April 27. A discussion ensued as to their commercial inspections. On the Bellazzini project they had multiple inspectors for each facet of the project. They had to re-submit the plans multiple times. The board would like answers to these questions before they decide whether or not to put inspection work out for other bids. Helen will write an email to DeLacy and ask the questions.
Helen presented a model resolution approving the town’s providing health insurance for our road patrolman. Al moved to approve Resolution 2015-2, John seconded…a roll call vote was taken. Dennis yes, Al yes, John yes. Also, in talking about health insurance, it was decided to have a 60 day probationary period before the town’s responsibility comes in, for future hiring purposes.
Comprehensive Plan updates. The Board decided to use the phrase, Rural Compatibility Use, for the quarries in the township. Motion made by John to accept, Al seconded, motion passed 3-0.
Legislative updates: John reported he has been repeatedly told that the bill to allow towns to withdraw from county zoning is going in the budget bill.
Regarding the legislation about changing the standards for posting/publishing board meetings, etc., the board did not feel it was necessary to take a stand on the issue.
LUC nothing, but Helen will contact Tom regarding the Hodgson application.
Economic Development Committee meeting Thursday morning at 8:00.
Annual meeting for Dane Co. Towns Association meeting is in May and John will attend and will attempt to get elected to the Executive Board. Mick Klein-Kennedy was elected by the district towns and has not been attending the meetings. John will attend several town board meetings to ask for their support.
Regarding the information we got from Hazelbaker on sexual predators. The Dane County Towns Association is working on a model ordinance which would be the preferable situation. Helen was instructed to let Hazelbaker know we support such a unified ordinance.
Fire Department report. The new ambulance got rear-ended this morning and needs repairs.
Al made a motion for Helen to go to the WMCA training which includes Board of Review training. John seconded it, Motion passed 3-0.
John moved to approve the bills of $21,355.11. Helen will also pay the election workers and the Land Use Committee, for another approximately $1500. Al seconded, motion passed 3-0.
