June 9, 2014
Dennis Jelle, Chairman, opened the meeting at 7:30 p.m. Also present were Supervisors, John Brixy and Al Antonson, Clerk, Helen Kahl and Treasurer, Nancy Goplin.
Helen read the minutes of the May 12, 2014 meeting. John moved to approve with two corrections, 1)typo on the DaneCom paragraph, “until it IS operable”, not isn’t, and 2) under Road Maintenance, the Jones culvert needs to be CLEANED, not replaced. Al seconded, motion passed 3-0.
Road Maintenance Report: Dan presented an agreement for grading on which we collaborate with the county. Al moved to sign, John seconded, motion passed 3-0. Chairman Jelle signed the agreement.
The TRIP project has been postponed to next year, Helen sent an email confirming that to the county.
Building and Grounds. Parking lot completed.
Dan mentioned that the VFW wants to add on a 10 X 36 addition. They have had conversations with the county who says they will need a variance. They will have to come before the township for their approval first. He will have them notify the board on this matter.
Reini Straubhaar came before the board about a fencing dispute with Jesse Straubhaar. Jesse does not want to maintain his half of the fence. He also has a problem with the Anderson property and their fence. According to statutes, both property owners are responsible for their own half. Al moved we send a certified letter to Jesse, including the statutes, giving him until July 14 to respond, John seconded, motion passed 3-0.
Liquor License Applications: Al moved to renew the VFW liquor license and the 8 operator’s licenses: John and Bev Scheidegger, Sara Paulson, Donald Zimpel, Bonnie Herfel, Karen Miller, Julie Rickey, and Darlene Diehm. John seconded. Motion passed 3-0. Fees were paid.
John moved to approve the renewal for the Cave of the Mounds and the 5 operator’s licenses: Joe Klimczak, Ann Wescott, Jason Anderson, Kim Anderson, and Jan Okeson. Al seconded. Motion passed 3-0. Fees were paid.
John moved we rebate to the Cave of the Mounds the first of the potential five $1000 rebates for no violations, Al seconded, motion passed 3-0.
Ed Short appeared representing Rob and Gaye Fredrick. They own parcels in Springdale and Mt. Horeb. They would like to sell the property. The parcel with the pool straddles the village line with Town of Blue Mounds as it was before annexation. He met with Village Administrator and Village President. They thought it would be best if Lot 1 stayed in Mt. Horeb, and they would want the small pie shape lot to go back to Town of Blue Mounds which it was before the Village annexed the farm. Al Antonson suggested the cleanest way would be to explore for Springdale to take it.
After some discussion, John Brixy moved the Town of Blue Mounds propose that we are willing to accept back into our Township the .233 acres (map attached) on the condition that we incur no expense in the matter from Village of Mt. Horeb, Town of Springdale, Dane County or the State of Wisconsin. As a consideration for the village not creating and setting precedent, a non-conforming parcel within their municipal boundaries, the Town of Blue Mounds will not reimburse the 5 years of local taxes to the village on this parcel. Al seconded, Motion carried 3-0.
Al reiterated that it would still be best if Springdale would take the parcel and then in that case the two parcels could make one parcel. Helen will send a letter to Dave Ross and Dave Becker indicating they will need to instigate the legal process and bill the property owners for any costs incurred. If they are not agreeable to these terms, the Town is not interested in re-claiming this property.
Al moved to approve Petition #10715 blanket rezones, John seconded, motion passed. 3-0.
John moved to move forward without re-reading the proposed Small Wind Ordinance. Al seconded, motion passed 3-0.
John moved to approve the Small Wind Ordinance #11. Al seconded, motion passed 3-0.
Helen will publish a summary of the ordinance.
Update on DaneCom progress. The county has demanded the money back from Harris that the municipalities have been paying for maintenance. The coverage issue that affects this area is that 80% of the 5% that isn’t covered in the county now is in Vermont, Blue Mounds and Perry townships. John feels the only way to hold the county accountable is to NOT pay the maintenance fees until we have service satisfaction. John wonders if the Fire District would be interested in a resolution where all municipalities served by MH Fire District make a statement to the effect of our dissatisfaction and our maintenance and operation costs should be pro-rated because of the lack of coverage. He will work with Chief Brinkman and hopefully have something written in time for the Fire District meeting on June 18.
Report on the brief filed with the Department of Revenue RE shifting cost of EMS Districts insurance to municipalities without allowing increase to levy limits. It’s in the hands of the judicial system until probably August.
Dennis has not heard anything from Pam Lunder on Zwettler Road. Helen will send an email asking what’s happening.
Fire District Report. Dennis gave each board member copies of a memo from Chief Brinkman regarding the private ambulance services competing in our district.
Al moved to approve $25527.11 in bills. John seconded. The co op bill will still come. Helen will email the amount and get approval to pay by email.
John moved to adjourn, Al seconded, motion passed 3-0.
