Dennis Jelle, Chairman, opened the meeting at 7:30 p.m. Also present were Supervisors, John Brixy and Al Antonson, Clerk, Helen Kahl and Treasurer, Nancy Goplin.
Helen read the minutes of the April 21, 2014 meeting. Al moved to approve, Dennis seconded, motion passed 2-0. John abstained because he had to leave early on April 21.
Road Maintenance Report: Dan says he has a phone message from Greg Peterson saying we would have to have a 1 ft shoulder on both sides on the whole road (Bergum) in order to qualify for the TRIP grant. Dan was told to find out about the shoulder situation and not make any commitments until we know. If they require the shoulder, we might forget the TRIP grant.
For Shoreland Zoning, he will meet with Jesse Starks and is hoping we will be waive for a fee. The Blue Valley culvert going up to the Jones property needs to be cleaned because the runoff is wrecking our ditch and then runs across the road. He is working with Dane Co Land and Water on that as well. Lori Burns’ culvert will be replaced and Warren Myers will engineer it.
There was discussion regarding whether or not he can do all these culverts if we do Bergum with the TRIP project. We need firm numbers and he will have someone walk the road and give us an estimate for doing Bergum without the TRIP money and see how that compares to doing it with TRIP requirements.
Building and Grounds. Parking lot will be done around Memorial Day.

Travis Gudgeon’s rezone petition public hearing is being tabled. There are 3 property owners involved in this situation and no sale of land can be done until they come to an agreement over property lines. If they can come to an agreement, they may be able to do one rezone, with one fee, to fix all that is necessary.
Regarding the delinquent personal property taxes for Richard Dickman. Helen did some research and found that the Department of Revenue can help with collection. We would first send him a letter with a request to pay this debt or it will be turned over to DOR. He also owes for garbage/recycle for those 4 years, which would add about $600. John made a motion to move forward with this DOR procedure, sending a certified letter to Dickman with the total of the personal property/garbage removal owed and notifying him that it will be turned over to DOR for collection if he does not pay it. Al seconded. Motion passed 3-0.
Update on EMS cost shifting by Dane Co. John was wondering if there is a way to avoid confirming the county’s action in any way. Dennis says we will wait to draft any letter, as the towns association is working on this.
Regarding the radio system, DaneCom isn’t working yet. John suggested he bring it up at the Towns Association meeting next week. He will draft a letter and send to Helen for the board’s approval. Town of Blue Mounds made a decision in February not to pay any further maintenance fees until it is operable and we should convince the other towns to do the same.
Emergency Services Ordinance proposed by the MH Fire District. Al moved to approve, John seconded, motion passed 3-0. Board signed the ordinance and Helen will send it on to the Fire District.
Zwettler Road situation. Dennis assumes the damage pictures have been reproduced and sent on to Iowa for the insurance company for the logging company.
John made the motion to approve the Accurate Appraisal contract for $4000 per year for 2014-2017, which includes maintenance for 3 years and revaluation in the 4th year. Al seconded, motion passed, 3-0.
Report on the Comprehensive Planning Committee Meeting. The small wind ordinance will be on the June agenda for approval. John will look over the ordinance and send it on to Helen to be numbered. Also on the June agenda will be the multiple rezone petition for the parcels within the urban service areas of Villages of Mt. Horeb and Blue Mounds as a result of Farmland Preservation requirements, taking them out of A-1 Exclusive.
Land Use Committee, nothing, because Travis Gudgeon’s situation is on hold. Al also had a call from a realtor about the piece of land for sale between Carol Connery’s and John Kahl’s land. He told the realtor there is a driveway problem.
Helen reported that the Premier Co-Op had purchased Charter Fuels, so when it’s time to look for propane bids, we will have to look for another company to get a competing bid.
John moved to approve $17,339.56 in bills, Al seconded, motion passed 3-0.
